Empowering Youth led Initiatives in Prevention of Violent Extremism (PVE) Project
The EMPOWER Project: Empowering Youth-led Initiatives in Prevention of Violent Extremism (PVE) in Sri Lanka (EMPOWER) Project implemented by Helvetas Sri Lanka with funding assistance from Global Community Engagement for Resilience Fund (GCERF). Under this project, LDJF has been selected as one of the sub grantees to implement a project in 4 state universities in Colombo, Kandy, and Ampara Districts for a period of 7 months.
The project aims to work with university students to increase their knowledge and understanding and knowledge on drivers of violent extremism and transform them as change-makers to spread co-existence and peace among their peers, thus creating a community of students who are sensitive and respectful towards different cultures, religions, and ethnicities.
The project falls within the scope of prevention of violent extremism (PVE) and hate speech and serves as a tool to counter misinformation related to religion and ethnicity by way of new media.
About LDJF: The Lanka Development Journalists Forum is a well-established national level non-profit and non-governmental organization having extensive experience in promoting the role of media in democratization and transformation since its inception in 2009. SDJF works closely with international media development agencies, local media organizations, universities, civil society organizations in addition to youth and women development movements engaged in promoting democracy and human rights in Sri Lanka.
Training objectives
- Facilitate a common network of university students to counter hate speech and violent extremism in the social media using new media tools.
- Increase the capacity of 60 university students in the use of art (Forum Theatre and digital drama) as a tool to create wider awareness among peer students to counter violent extremism.
We are looking for a trainer to conduct training on the following areas:
- Digital security, Online safety, Disinformation, Co-existence, Hate speech, Diversity, and Pluralism
- forum theatre and digital drama skills.

Deliverables
- A comprehensive session plan for the chosen area, inclusive of a more interactive training methodology to suit both physical and/or online delivery.
- Pre and post-test assessment tools to assess the knowledge, skills and attitudes of the students before and after the training program.
- Conduct training/workshop in Peradeniya, Sri Jayewardenepura and South Eastern Universities.
- Detailed Training Report with recommendation and way forward.
Qualifications
Individuals/organizations with extensive experience and skills to enhance the capacity of students empowerment in Preventing Violent Extremism and build a network among university students. Specifically, the consultant should possess:
- At least five years’ national and/or international experience as a lead trainer in one or more of the themes mentioned above.
- A high level of practical experience or demonstrated knowledge in a range of skills related to the themes mentioned above, to provide highly customized training. Competitive applicants will be requested to provide references.
- Ability to conduct sessions in English and/or at least one of the local languages (Sinhala/Tamil).
- Speaking, reading and writing proficiency in English is required.
- Strong interpersonal skills, work ethic and ability to work in a multicultural environment.
- Willingness to work remotely and travel outside Colombo.
- Proven ability to plan strategically and innovatively to meet objectives.
- Critical thinking ability to anticipate challenges and find solutions.

Interested individuals/organizations are requested to submit:
1. A short proposal including the proposed training methodology, delivery methods, detailed and defined activities. The proposal must include the consultancy fee quoted in LKR in the form of a daily rate covering professional fee and all related costs to execute the assignment.
2. Copy of CV/profile of the lead consultant including the names of at least two contacts for references.
3. A cover letter that describes why the individual/organization is the most suitable to undertake this assignment. (Should include a list of projects/similar assignments carried out within the last 03 years.)
4. Copy of the registration of the organization if applicable.
5. The focal point for coordination from the consultant’s institution/organization if applicable.
