 1.             About SDJF:

Sri Lanka Development Journalists Forum is a well-established national level non-profit and non-governmental organization since 2009 having extensive experience in promoting the role of media in democratization and transformation. SDJF works closely with international media development agencies, local media organisations, universities, civil society organisations, youth and women development movements engaged in promoting democracy and human rights in Sri Lanka.

2.      About the InSPIRE Project

The project, Incubator Space for Promoting Information Right and Freedom of Expression (InSPIRE) is implemented by HELVETAS in partnership with Sri Lanka Development Journalist Forum (SDJF), a non-governmental and not for profit organization operating in Sri Lanka since 2009 and committed to promote vibrant democracy and eliminating voice poverty using new media tools such as mobile journalism, digital advocacy, new media literacy and storytelling. The InSPIRE project is funded by the European Union and has been implemented for a period of three years from 01/01/2020 – 31/12/2022.

The overall objective of this project seeks to contribute to the enhancement of democracy and human rights in Sri Lanka and the specific objective of this project is to promote an increased understanding and respect for freedom of expression and information by empowering a community of youth to creatively express and advocate on gender sensitive freedom of expression and ethical and socially responsible media expressions. This project will be implemented in four districts: Kandy, Jaffna, Colombo and Batticaloa and will primarily target Mass Media and communications university students in the above-mentioned districts.

The primary group of the project are 350 future journalists and media professionals/ students of Mass Communication and Media across four districts (Colombo, Jaffna, Kandy and Batticaloa) and final beneficiaries include; 6000 youth and youth networks including university students, students from intervention districts and active users of digital space; Community networks and CBO members and officials of local government institutions.

The primary objectives of the project are achieved through three outputs namely:

Output 01: Innovative, socially responsible network of 350 future journalists and media professionals is created and activated.

Output 02: Three Incubator Spaces (1 in each University of Sri Jayawardanapura, Jaffna and Peradeniya) are established as a replicable model; 150 media products (from diverse media categories including short films, photography and digital stories) and 2 research products generated.

Output 03: Advocacy initiatives (including 10 districts level dialogues with decision makers) are conducted based on district wise research and dissemination of media products.

3. Description and Objective of the Assignment

Under the output 01, the InSPIRE project carried out a skill assessment survey among the mass media students of Jaffna, Peradeniya, and Sri Jayewardenepura to see the gaps and need for further training and capacity building to cater them to be responsible media citizens in Sri Lanka. Consequently, the project engaged an independent consultant to develop study modules to fill the gaps and needs of the student population in the above-mentioned universities.

Now, the project is looking for an individual/organization/institute to conduct 2 days trainings and workshops in the above mentioned universities in the local languages based on the modules developed for the project. The details of module and its scope are given below;

Digital Citizenship

The consultant is expected to provide an understanding on the Concept of a digital citizenship, What constitutes digital activism, The key concepts underlying digital security and Digital safety and digital wellbeing with the focus to engage them in the democratic process after the training program.

Freedom of Expression

The network members should gain a thorough understanding of the concepts and issues of Freedom of Expression (FOE), identify the threats and conditions favourable for FOE, and recognise the special role played by Media Citizens in the fast-changing new media era and their part in monitoring, promoting and defending FOE as responsible media citizens.

Right to Information

Right to Information (RTI) is one of the timeliest topics and the target beneficiaries should be able to identify the definitions, concepts and actors of RTI, the domestic and international legal framework of RTI. Furthermore, they should be able to analyse the principles of RTI and practically exercise the RTI and empowerment.

Gender and New Media

The future media professional must have a thorough understanding about gender identity as a human right and the intersectional vulnerability of diverse gender groups in new media and related threats to privacy. They should be able to critically assess the legal framework pertaining to gender rights in Sri Lanka and identify the concept of gender beyond the binary discourse.

Deliverables

  • A comprehensive session plan for each module with more interactive training methodology to suit the physical and or online delivery.
  • Pre/post test tools to assess the knowledge, skills and attitudes before and after the training program
  • Conduct four, two days training/workshop in Jaffna, Peradeniya, Sri Jayewardenepura and South Eastern Universities.
  • Training report with recommendation and way forward

Qualifications: Individuals/organizations with extensive experience and a variety of skills to enhance the capacity and empower the network of future journalists and media professionals studying the selected universities. Specifically, the consultant should possess:

  • At least five years’ national and/or international experience as a lead trainer in one or more of the themes mentioned above.
  • A high level of practical experience or demonstrated knowledge in a range of skills related to the themes mentioned above, to provide highly customized trainings. Competitive applicants will be requested to provide references.
  • Ability to conduct sessions in English and/or at-least one of the local languages (Sinhala/Tamil).
  • Speaking, reading and writing proficiency in English is required.
  • Strong interpersonal skills, work ethic and ability to work in a multicultural environment.
  • Willingness to work remotely and travel outside Colombo.
  • Proven ability to plan strategically and innovatively to meet objectives.
  • Critical thinking ability to anticipate challenges and find solutions.

1. A short proposal including the proposed training methodology, delivery methods, a detailed defined activities and budget quoted in LKR in the form of a daily rate covering professional fee and all related costs to execute the assignment. (Travel, accommodation, materials, etc.)

2. Copy of CV/of the lead consultant including the names of at least two contacts for references.

3. A cover letter that describes why the individual/organization/institute is the most suitable to undertake this assignment. (Should include a list of projects/similar assignments carried out within the last 03 years.)

4. Copy of the registration of the organization.

5. The focal point for coordination from the consultant’s institution/organization
